Administrative Operating
Company Number (AOCN) Services
Central Office (CO) Codes (commonly referred to as
NPA-NXX Codes) historically have been assigned, implemented and maintained by the Regional
Bell Operating Company (RBOC) Code Administrators, working in conjunction with Bellcore.
This process is now changing to meet the requirements of the Telecommunications Act, which
affects all ILECs and CLECs. The bottom line is that the RBOCs will no longer be the NPA
NXX Code Administrators, meaning all LECs will have to select an AOCN
(Administrative Operating Company Number) company.
The NPA-NXX Code assignment responsibilities are
in the process of moving from the RBOCs to a neutral third party, currently known as
Lockheed Martin IMS. Some areas of the country have already moved, while others will still
be with the RBOCs as late as June, 1999. However, this responsibility only covers the
actual assignment of the Codes. An authorized AOCN company must input data about the
NPA-NXX Codes into the appropriate routing and rating Databases managed by the Traffic
Routing Administration organization in Bellcore, in order to generate the LERG, TPM and
other well-established industry files.
The timeliness and accuracy of the NPA-NXX Code
information being populated into these Databases is critical to the correct routing of LEC
calls and the generation of proper revenues to your company. Therefore, the selection of a
competent and responsible AOCN company is important to your operations.
