Mr. Reimers, as company President, is
responsible for providing overall guidance and direction to the firm. He participates in
specialized consulting to individual companies, and is active with state and national
organizations on separations, settlements and access charge matters. He has also been
extensively involved in a variety of state regulatory, FCC and IRS proceedings.
Prior to founding ICORE, he was at the center
of the many nationwide changes implemented in separations, settlements and revenue
requirements. He held senior management positions with the National Exchange Carrier
Association (NECA) in Whippany, NJ and the United States Independent Telephone Association
(USITA) in Washington, D.C.
Among his major responsibilities at USITA and
NECA were the development and administration of nationwide average schedules; the
formulation of separations and traffic procedures for new technologies, including
electronic analog and digital central offices; implementation and interpretation of
settlements and separations procedures for small independent companies; and development of
access charge policies and procedures.
His knowledge of issues at the state level was
enhanced by his work with Independent Telephone Companies through the New York Telephone
Association, where he held the position of Separations and Settlements Specialist. Among
his accomplishments was the unbundling of local rates on behalf of the state's independent
companies.
Mr. Reimers is a 34 year industry veteran with
roots in the operating telephone company environment. His career began with the General
Telephone Company of Pennsylvania where his duties included methods, traffic separations,
and training. He later headed a newly created Methods and Procedures department, which was
responsible for inter-departmental coordination of company policies and procedures.
He also worked several years for a large
telecommunications consulting firm, where his duties included both the preparation and
supervision of traffic and cost separations studies.
Mr. Reimers attended Syracuse University on an
academic scholarship and is a Summa Cum Laude graduate of the University of Buffalo with a
B.A. degree in Political Science.

Christina
Bobbyn

Mrs. Bobbyn, a partner, has overall responsibility for monthly settlements administration; interpretation of NECA tariff and pool procedures; and settlements and CABS reviews. She is responsible for a variety of CABS activities, including ICORE's service bureau functions and OPTICABS billing and maintenance; analyses of state and interstate compensation plans; network services; CLEC and other competitive activities; and a variety of special projects.
Her specific knowledge includes interstate average schedule settlements and pooling procedures; access, resale, operator service and other tariffs; Equal Access Implementation; Billing and Collection issues; contractual arrangements; and interface with NECA, AT&T and connecting companies on a wide range of issues.
She began her career with ICORE in the
Engineering/Technical Services group, where she assisted with traffic holding time studies
and annual traffic factor development. Mrs. Bobbyn also worked on C&WF and COE
Categorization Studies, as well as Continuing Property Records.
A 1988 graduate of Shippensburg University,
Mrs. Bobbyn has a B.S. degree in Business Administration with a major in Finance.

Paul Kutches

Mr. Kutches has responsibility for
performing Part 36 Jurisdictional Separations and Part 69 Access Cost studies. Other
duties include NECA and USAC interface, USF reporting, access cost estimates, cost
feasibility studies, and comprehensive revenue reviews. In addition, he provides client
companies with Part 32 accounting support and Part 64 regulated/deregulated analyses.
Mr. Kutches assists client companies with interstate/state tariff rate developments, rate case administration and rate of return analysis.
He also provides guidance for client
companies with regard to the rules and regulations as set forth by the Telecommunications
Act of 1996. In doing so, he provides various special studies in order to determine the financial impact that the Act's provisions create.
Mr. Kutches has been with ICORE since June
1988. He is a graduate of Juniata College with a Bachelor of Science degree in
Accounting/Finance.

Gary M. Zingaretti

Mr. Zingaretti is responsible for the firm's CLEC activities, state and federal regulatory affairs and industry liaison functions. He assists clients with revenue and regulatory issues, government relations, negotiations with connecting carriers, expert testimony and strategic business planning.
Mr. Zingaretti is a former senior executive of Commonwealth Telephone Enterprises, Inc., Dallas, PA, where he served as Vice President-Industry Relations. He was responsible for developing and implementing regulatory and revenue policies for both Commonwealth's ILEC and CLEC units. He was instrumental in developing and implementing the ILEC's regulatory reform plan, as well as designing and negotiating its first general rate increase in almost 20 years. Mr. Zingaretti also led the CLEC's multi-state certification and interconnection activities.
Earlier still, he was in charge of all of Commonwealth Telephone Company's operating revenues, where his duties included revenue planning, budget preparation, billing and variance analyses. In an earlier stint at ICORE, Mr. Zingaretti authored a generic alternative regulation plan for small and mid-size ILECs; developed a CLEC financial and operational business model; and assisted clients with implementation of the Telecommunications Act of 1996.
His broad range of experience includes the preparation of access and cost separations studies based on FCC Part 36 and 69 Rules, the administration of NECA settlements, oversight of the PUC and state legislative activities and the provision of testimony and presentations before the PUC, FCC, legislative sub-committees and administrative law judges.
Mr. Zingaretti is a CPA and a former Board member of the Pennsylvania Telephone Association. He holds a B.S. in Accounting and Economics from King's College and an MBA in Finance from Wilkes University.

Charles C.
Shaffer

Mr. Shaffer provides accounting and financial
planning services to ICORE's clients, as well as serving as our Chief Financial Officer.
He provides clients with guidance on general accounting and tax issues, and assists them
with employee benefits packages, individual and company retirement plans, estate and
succession planning and strategic business planning.
Before joining ICORE, Mr. Shaffer was
Accounting Manager for Concannon, Gallagher and Miller, a regional public accounting firm
located in Allentown, Pennsylvania. His primary responsibilities included audits and
compilations for small businesses, the preparation of various types of tax returns and
assistance with the development of estate and succession planning.
In addition, Mr. Shaffer trained and supervised
staff accountants, served on the firm's technology committee and helped develop its
expertise in construction industry accounting.
A Pennsylvania State University graduate with a
B.S. in Accounting, Mr. Shaffer is a licensed CPA and a member of the American and
Pennsylvania Institutes of Certified Public Accountants. He has been with ICORE since 1997.

John F. Glod

Mr. Glod is responsible for the financial modeling used to assess the impacts of regulatory and legislative changes, as well as, new product and business opportunities. Other duties include paystation compensation, code administration and regulatory report filing support.
Prior to joining ICORE, Mr. Glod was Director - Revenue Administration for Commonwealth Telephone Enterprises, Inc. where he was responsible for administering, budgeting, and forecasting of access revenues for Commonwealth’s ILEC and CLEC units. His previous experience included positions in General Accounting, Budgeting and Marketing where his duties included financial and regulatory reporting, expense budgeting, variance analysis, and product and promotion development and tracking. Mr. Glod also provided financial modeling for the company’s CLEC business plan and analysis of various acquisition opportunities.
Mr. Glod is a CPA and is a Magna Cum Laude graduate of King’s College with a B.S. in Accounting and Business Administration.

Don C. Snyder

Mr. Snyder will act as director for Administrative Operating Company (AOCN) Services and project manager for various CLEC planning and implementation functions.
The AOCN Services include NPA/NXX assignments and administration, LERG (Local Exchange Routing Guide) maintenance and updates, and reporting the forecast and usage of NPN/NXC Codes to the FCC and various State Commissions. Mr. Snyder is an active member of the Industry Support Group that develops recommended changes and improvements to the many procedures and processes that support the Industry LERG databases.
The CLEC Implementation Services include such things as certification with State Commissions, performing cost feasibility studies, executing Interconnection Agreements, preparation of Tariff Filings and obtaining necessary Industry Codes, such as, OCN (Operating Company Number), CLLI, CIC, ACNA, etc. ICORE is in a position to provide a full array of services or just guidance and advice on specific CLEC startup activities.
Prior to joining ICORE, Mr. Snyder was with AT&T, where he worked extensively with LECs and CLECs in the areas of network and access interfaces. Mr. Snyder participated in the development of methods, procedures and processes necessary, within AT&T, for CLECs to be integrated into the traditional telephone network. Major areas of work included Customer Billing, Access Charges, ASR process as well as managing CLEC databases including profiles, competitive information and other data.
Earlier in his 34 year career with AT&T, Mr.
Snyder worked at various assignments in the Long Lines, External Affairs and General
Departments. These assignments included areas such as: Operations, Engineering and
Provisioning of Services, Separations, Division of Revenues and Bell Independent
Relations.
Mr. Snyder is a graduate of the State University
of New York, Morrisville.

Gregory Widney

Mr.Widney provides guidance on
separations and access cost studies, Part 32/64 accounting compliance, Universal Service
Fund (USF) reporting, NECA/state pooling organization relations and rate
case administration. In addition, he wrote the algorithmic and operating design
specifications for ICORE's Part 36/69 separations program.
He provides client companies with accounting
support, a variety of financial analyses, special studies and assistance with costing,
pricing and rate design.
Mr. Widney has specialized in the design
and implementation of both cost of service accounting and Part 32/64 FCC Accounting
systems over a broad cross section of the telephone industry, ranging from the United
Telephone System to Summit Telephone of Alaska. He has been involved in regulatory issues in several
states and has testified before the South Dakota, Pennsylvania, Montana and Alaska Commissions.
Prior to joining ICORE, Mr. Widney worked as a
financial analyst providing support for rate case testimony for telephone, electric, gas
and water companies and served as an instructor at USTA seminars on Cost of Service
Methodologies.
He is a Magna Cum Laude graduate of the
Pennsylvania State University with a Bachelor of Science degree in Accounting and has
passed all sections of the Uniform CPA exam.

Joseph J. Laffey

Mr. Laffey is responsible for supporting the firm’s activities related access charges, settlements, carrier relations, and state and federal regulatory activity. He has over thirty years experience in the telecommunications industry.
Mr. Laffey most recently served as Vice-President Regulatory Affairs for Commonwealth Telephone Enterprises Inc (CTE), Dallas, Pa. In this capacity he was responsible for all intercarrier revenues including state and interstate access charges and the related settlement processes. Included in his responsibilities were the intercompany billing processes as well as the carrier relations process. He also provided support in the areas of regulatory planning and policy development and advocacy.
Mr. Laffey also previously held the position of Vice-President of Regulatory and External Affairs for the D&E Communications, Inc., Ephrata, Pa. As with CTE, he had responsibility for all activities related to intercarrier revenue and billing, and the carrier and regulatory relations processes for D&E. In addition, he was responsible for the Company’s budgeting and forecasting.
Mr. Laffey has been an active participant in industry activities as a member of numerous committees at USTA, NECA, OPASTCO, and the Pennsylvania Telephone Association. He has served as an expert witness in proceedings before the Pa. PUC on numerous occasions representing the Pa. Telephone Association and CTE.
Mr. Laffey holds a B.S. Degree in Accounting from the University of Scranton.

Glenn A. Fried

Mr. Fried is responsible for traffic separations and engineering studies, analysis and categorization of Central Office Equipment (COE) records and wire facility records and the creation and maintenance of Continuing Property Records (CPRs) for client companies.
Additionally, he manages the Administrative Operating Company Number (AOCN) functions for ICORE which include Local Exchange Routing Guide (LERG) updates and NPA-NXX assignment/administration for ILECs and CLECs. Mr. Fried works closely with Telcordia (LERG Database) and the North American Numbering Plan Administration (NANPA) under (NeuStar).
He is also the Consultant of Record to the FBI for client companies concerning CALEA matters.
A 20 year veteran of the United States Army with traffic, operations and training experience, Mr. Fried holds a B.A. degree from the State University of New York.

Mr. Mumma received a B.S.B.A. in Finance from Shippensburg University in 1997 and has been working with ICORE since March of 1998.
